Questions or Concerns raised by the public - answers from the Trustees and Rainbow Corner
Will the Trustees be increasing the rental to full commercial value?
There will be an additional rental charge to Rainbow Corner for the additional facility if it goes ahead. The rental charges for the use of the Lumley Hall are already commercially competitive and are bound by the Tenancy contract in place. The Field of Remembrance trustees are seeking specialist advice on commercial rental values.
An increase in the nursery’s business is a loss to the community of their facility - they have already taken the space designated for residents library/seating area.
The current arrangement is that the nursery staff may use the community seating area in the Wooldridge Room between 12noon and 1pm Monday to Friday. If the Cabin is put in place this use will no longer be required as the staff will have a space within the cabin; therefore the community space will no longer be used by the staff.
Is this a done deal?
No, not at all. The application for the grant has been submitted. A planning application would need to be made.
A map of the plans would be helpful, for context. Will it block the current pathway through from Finney Drive, if it’s at the end of the little nursery garden?
A new pathway will be created behind the cabin, so no access is lost to the public from Finney Drive. More detailed information will be shared once available.
Will they still be putting all of their equipment away every day if it’s now a full time business (it’s extremely frustrating for the nursery staff to have to do this every day) or will this now render the venue out of bounds for residents and patrons to the FOR?
There is no change; the Lumley Hall will be packed away as now so that the Community can rent out the space in the evening from 6.30pm.
The Cabin would enable the more challenging items to pack to be permanently installed without the need to pack away. The staff will have a much easier job clearing the Lumley Hall at the end of the day.

Why have the Trustees told the village rather than consulting the Village?
The Trustees are responsible in the first instance to establish and decide whether to support this proposal from our tenant which is a response to the additional childcare provisions decided by government. However in due course the public will be invited to consult on the proposal when more information is available.
Is the proposal for sole commercial use?
The Cabin will be solely for the use of Rainbow Corner. However there will be no change to the use of the Lumley Hall. The Wooldridge Room community area will no longer be used by the Rainbow Corner Staff between 12noon and 1pm.
Has consideration been given to the need to access the store sheds with a vehicle for the purposes of getting the tables and chairs out of the shed when multiple tables & chairs are required?
This will be considered in full if this proposal progresses to the next stage where plans are drawn up.
Will you share open discussion as to key elements such as rental costs of the facilities?
Any member of the public is welcome to view the annual accounts of the Charity which are submitted to the Charity Commission and available on the charity commission website.
Is Planning Permission required?
Yes - as stated in the Press Release
I’m not sure ANY type of development is permitted in the FOR based on the usage terms, charitable status, ownership, donors, local impact, etc. The Hub was built to be a community space, not a dedicated business premises which reduces/removes the opportunity for local access and usage.
The 1950 Trust Deed (registered with the Charity Commission) provides the trustees with discretion to make decisions about the use of the land and any premises for the benefit of the inhabitants of Windlesham.
The costs of the Hub building, the open spaces and woodland is in excess of £85,000 a year. As a charity we have to ensure that we raise that money every year. Before the Hub was completed the then trustees recognised that income would need to be generated from two commercial leases on parts of the building for parts of the day.

I had hoped the hub would be used for clubs/classes during the day, to create community cohesion.
The Lumley Hall and Wooldridge rooms are both available to hire from 6.30pm and the Lumley Hall at Weekends. The two businesses that operate from the Hub bring two essential village services to the community as well as paying for the maintenance and upkeep of the Hub facility. There is simply not enough demand for a community space to be viable without the Tenants. The Tenants clients also bring valuable support to the field both financially and in voluntary help.
